ABOUT US
The Breezy Point Disaster Relief Fund Inc. was established by community members of Breezy Point with the direct intention of supporting our fellow community members in need in the aftermath of Hurricane Sandy. We are a dedicated and comprehensive group and we are expanding to include other community members with valuable experience for specific committees that will help us reach our goals. We thank you for your support and faith as we work hard to help rebuild Breezy Point, Rockaway Point and Roxbury.

Steven Greenberg, Chairman
A Wall Street veteran, Steve has been with Morgan Stanley* or its predecessor firms for over 20 years.
Steve is extremely active in his community. From 1991 through 2004, he served as a member of Community School Board 27 in Queens, the last five years as President. In 1997, Steve was elected to the Board of Directors of the Breezy Point Cooperative, and served 12 years, 9 of which he held the position of Chairman of the Board. He is a member of the Board of Trustees of Peninsula Hospital Center and was recently named to serve on the Board of Directors of the Rockaway Chamber of Commerce. Steve is also a member of the Reigning Champion Fulton Floppers softball team of the Breezy Point Sunday Softball League and is looking forward to rebuilding in time to defend the title
Thomas Welsh, President
Tom Welsh is a Director at Citigroup overseeing Facility Management and Critical systems in North America. Prior to joining CITI in 1998, Tom worked with Cushman and Wakefield, in various Real Estate management roles. Mr. Welsh is a life-long resident of Breezy Point and served on the Breezy Point Cooperative, Board of Directors for 9 years, 5 of those as the board President. Tom was a founding director of the Caffery-Conroy Learning Center, a local not for profit focusing on Continuing Education, Tutoring and Test preparation for persons of all ages. Tom has been very active in a variety of volunteer organizations including the Blessed Trinity Parish Council, the CYO and Rockaway Little League.
William Tietjen, Vice President
Bill Tietjen is a lifetime summer resident of Breezy Point. He has worked for Con Edison for the past 28 years. He started as a mechanical engineer and worked for nine years in the Planning Department. After obtaining his Law Degree at night, he transferred into the Law Department in 1993 and has worked there since that time. He served on the Board of directors of the Breezy Point Cooperative from 2000 to 2006. He has remained active in the community by serving on various committees and coaching in the summer basketball league. Bill is a proud player for the volunteer Fire Department team in the Breezy Point Sunday softball league.
Thomas Wipf, Secretary
Tom Wipf is Managing Director and Global Head of Bank Resource Management for Morgan Stanley. He is responsible for the firm’s secured funding, securities lending and collateral management activities. He serves on the Firm Risk Committee, the Asset and Liability Committee, and several Divisional Operating Committees. Mr. Wipf is the Chair of the Treasury Market Practices Group and a member of the Tri-Party Repo Infrastructure Reform Task Committee, sponsored by the Federal Reserve Bank of New York. He has served on the boards of the Securities Industry and Financial Markets Association (SIFMA) and the Government Securities Clearing Corporation (GSCC). He currently serves as an independent Board Member of New York Portfolio Clearing (NYPC). In August 2011, Tom provided expert testimony to the U.S. Senate Committee on Banking, Housing & Urban Affairs on the topic of financial industry reform. Tom has served as a member of the Board of Directors of the Breezy Point Cooperative since 2001 and currently serves as First Vice President. He is a long-standing member of the Board of the Frances Pope Memorial Foundation. This organization provides financial assistance to families caring for children with cancer by paying expenses not covered by insurance.
Thomas Blaney, Treasurer
Tom has spent over 25 years specializing solely in the accounting and tax aspects of exempt organizations. Tom is a Partner at O'Connor Davies and is the Co-Director of the Firm’s private foundation practice, Co-Director of the Firm’s private club and hospitality practice and is a member of the Executive Committee of the Firm. He is a frequent speaker at private foundation and not-for-profit conferences and has written numerous articles on a variety of industry related topics. Tom was appointed to the Panel on the Nonprofit Sectors “990 PF Reform Advisory Committee". He authored the “Uniform System of Financial Reporting for Private
Foundations” and “Understanding the 990PF” and is a contributor to “The New Foundation Guidebook” and the “Program Related Investment – Primer Series.” Tom is also a Certified Fraud Examiner. He is currently on the Leadership Committee of the Support Center for Nonprofit Management, Treasurer of the McCaddin/McQuirk Foundation and is on the Finance and Governance Committees of the Association of Small Foundations where he is a Board Member and serves as Treasurer. He is also on the Board of Directors of the Hudson Valley Chapter of the Make-a-Wish Foundation where hevserves as Treasurer. Tom is a Certified Public Accountant licensed in the State of New York, Connecticut, Florida, and Pennsylvania and is a member of the American Institute of Certified Public Accountants (AICPA), American Society of Fraud Examiners and the New York State Society of Certified Public Accountants (NYSSCPA), where he served on the Nonprofit and Diversity Committees and currently serves on the Family Office Committee. Tom earned a Bachelor of Business Administration degree in accounting from Pace University
Thomas Bach
Mr. Bach presently works as a Consultant in the engineering and construction industry. Prior to founding his own firm, Mr. Bach was Chief Engineer and Vice President for the Triborough Bridge and Tunnel Authority in NYC. Mr Bach managed all engineering and construction for TBTA, who's revenues exceed 1.3B annually. The capital and maintenance projects under his direction exceeded $400M annually. Prior to his employment at TBTA, Mr Bach worked for a heavy construction firm, serving as Project Manager on landmark NYC projects like 7 World Trade Center, 60 Wall Street and the 63St and 2nd Avenue subway tunnels. Mr. Bach is a Professional Engineer, and a member of the distinguished Moles organization. He has authored and presented numerous technical papers to the industry, and has received several awards for his efforts through the years, including the Herbert Hoover Man of the Year award in 2007. Mr Bach also plays softball for the Roxbury Relics and is looking forward to avenging the 2012 improbable loss to the Fulton Floppers.
Jane O'Meara
Jane is an Information Technology consultant with 9 years of financial industry Experience. She graduated Fordham University College of Business Administration as class President and holds an advanced degree in Real Estate from New York University.
